For your proposal, you will need to be matriculated in a German 
university.
You will also need a mentor, a developer from the community, or 
some academic employee (PhD student, post doc, prof...).
It is nowhere stated, that the proposal needs to be in German, 
although I suspect that it should.
If there is a need of a German speaking mentor, then you can 
approach me (I am a PhD student).
