Whoops, I forgot to complete my train of thought there :-)  The 
paragraph should read:

@safe, @trusted and @system have well-defined meanings which are 
entirely compatible with the transition to @safe-by-default.  We 
should keep our focus on the stuff that needs to change, not the 
stuff that doesn't.
