It could be done by one person, one very talented person.. 
unfortunately almost all of them are already taken and working on 
projects. If you did manage to find the right person could we 
realistically fund them to work on such a project.

Having said that I have enjoyed using what the community has 
developed over the years, monod, coded, visuald etc but they do 
all seem to die off eventually which is upsetting.
