DMD 2.092 no longer runs on Windows XP

dmd doesn't use and certainly doesn't need any APIs not available on XP. dmd 
also doesn't use Phobos, so that's not an issue, either.

But I'd like to have an "unofficial" build, too.

Probably I'll just have to build it myself.
