On Posix systems, `dmd` searches for `dmd.conf` in several 
places, in this order:

1. current directory
2. `$HOME` directory
3. `argv0` directory
4. `$SYSCONFDIR` (environment variable set when `dmd` is built), 
`/etc` by default
