The only filter is that Jeff Atwood decides it goes on the list. 
I wouldn't bother trying. He excluded PHP and R because they're 
not scripting languages, a claim that doesn't make any sense. 
When someone said PHP is a scripting language by his definition 
the only response was "we gotta draw the line somewhere".

I think posting the programs on this site would be valuable. 
(Assuming the goal is not to show off D's generic code and 
metaprogramming capabilities.) Some of the existing examples on 
the homepage are pretty scary.
