microEmacs (med) Win64 port

Hi all,

Since I was curious, I recently ported [Walter's 
med](https://github.com/DigitalMars/med) to [the Win64 
platform](https://github.com/dd86k/med64) and released 
v1.1.0-win64.

This discards the need for the external library requirement (in 
disp.d), since this adds function bodies, so this is the only 
reason I didn't make a PR (but, I could if wanted).

Interesting bit of history kept up to date?

Didn't feel like wasting a thread in Announce.

(Also cursed me for hitting Discord draft instead of Send)
