Walter has spent a lot of time advocating for his own string 
interpolation DIP in response to Adams proposal. You cant do that 
and then expect to maintain an air of impartiality.

If he had accepted that his DIP was dead and said nothing about 
it then it would be less of a problem, but he didn't, he clearly 
thinks his DIP can be reanimated.

Either be an impartial judge, or an advocate for your DIP. You 
can't be both.

IIRC Walter is supposed to recuse himself from reviewing his own 
DIPs, he should also do so when reviewing DIPs that compete with 
his own.
