Unlikely: In your example they can still use imports by doing 
something like `mixin("impor"~"t std.file;");`

Besides there's also inline ASM which someone _very_ motivated 
could use to do stuff with.

The previous suggestion of a subset/sibling version of D 
specifically for configuration sounds interesting though.
