[Dlang-internal] Removing stale branches

FYI, I've just cleaned up the tags a bit:

- Deleted the tag "v" from dlang.org
- Deleted the tag "vv2.059" from installer
- Deleted the tags "1.024" and "2.008" from phobos (they were 
redundant as the tags "phobos-1.024" and "phobos-2.008" also 
existed)
- Renamed the tag "phobos1-1.067" to "phobos-1.067" to correspond 
to the existing naming scheme.
