[dmd-beta] rdmd is old, wasn't rebuillt

Is your build / package script somehow conditional on this point?  rdmd 
(and the other tools) should be pulled and built from tip of the package 
as part of the release process every time just like all the other parts of 
the tool set.

I should have added that package to the auto-builder ages ago, just never 
touch it so it doesn't come to mind at the right time.  I'll add it to my 
highish priority todo list.
