[dmd-internals] Submitting DMD patches?

If you are likely to submit many patches setting up and using pull
requests is probably preferred. But if it is more of a one time thing,
I don't think patch submissions should be frowned on.

But of course the actual say goes on those that are developing DMD/Phobos.
