[dmd-internals] [D-Programming-Language/dmd] c009bb: start 1.075

A small suggestion: What about changing the version number to
1.075-devel (or -git or whatever) so is easier to know if you are
working with a development version of the compiler or not? Then, just
after the release you can change the version to the plain number (maybe
even without committing it to the repository, so only "official"
releases would have the version without the suffix).
