[dmd-internals] What happened about bug 314 (static imports are always public)?

It seems that the compiler behaves a bit better than it used to, but
the main commits to fix 314 were reverted.
I can't find any comments in the bug report as to why it was reverted.
Is it something that we know how to fix? Or is the whole approach
fatally flawed?
Since it's just about the most high-profile bug we have in D, we
should at least be clear what the status of it is.
