[dmd-internals] New committers for druntime, phobos, dpl.org, and tools repos

I thoroughly object to _this_ (rather than the individuals).  Not voting is an implicit abstain.  It might well mean
that the vote is 1 to 0 based on the lack of objections.  But it is NOT a unanimous yes based on no votes.
