  CTFE: In-place integer primitives and compares

First step to fast CTFE. Implements primitives that don't allocate memory.
The comparisons are now used in ctfeCmp; the binary and unary operations
are not yet used.

Eliminates memory allocations for things such as searches through AA literals.
