[dmd-internals] Volatile read/write intrinsics

Any chance we could see these added in 2.061?

Some people have suggested alternative systems like making volatile a
type qualifier, but there hasn't been anything concrete specified on
that front, so, at least for now, I think adding intrinsics is the way
to go.
