I believe it was the latter, as I've never used milter before this.  Also,
I am pretty certain it was mysql.  I downreved to 4.0.13 earlier today,
because even just restarting the database caused it to go to 100 threads,
even with mail shut down and the db_maintenance script running nightly.
When I restarted 4.0.13, it started up with 9 threads, and after several
hours of running is only at 15.

By "until the whole milter is stopped" do you mean when the forked sendmail
quits after the mail is delivered, or should I be killing and restarting
relaydelay.pl periodically?
