I've had problems with whitelisting not always working.  Whitelists don't
get rotated out with the daily maintenance do they?  And in fact, I'm
wondering about that in the sense that the stuff that gets moved to the
other table: is it still checked, or am I committing them to another
delay the next time mail is sent?
