My guess is you have a runaway milter process.  I've seen this happen
occasionally.  I think it's due to a process handling bug in the perl-milter
interface wrapper that is used by relaydelay.

Stop your milter, and then see if you still have milter processes running.
If you do, kill them, and then restart the milter.
