[phobos] Upping the number of bugzilla votes from 10 to 100

I think that until there's clear evidence that bug vote count influences 
the order in which bugs are fixed, it's all rather disheartening to the 
user base.  Many of the most highly voted on bugs have been that way since 
voting was turned on.
