[phobos] phobos commit, revision 2230

Two thoughts here:

1) mark the std.demangle version deprecated and point to core.demangle

2) core.demangle's unittests are commented out and you just removed the 
one in std.demangle.  One of the two, preferably the one in core.demangle, 
should stay enabled.

I'd like to see the same done for std.c.*.  Thoughts?
