[phobos] Giving Iain Buclaw write access to Phobos

Hello,


As I'm sure you know Iain is actively maintaining gdc. I chatted with 
him on IRC and mentioned that if he could use write access to Phobos I'd 
bring it up with you all.

I think Iain will make rare and conservative contributions and is 
overall a responsible and valuable member of the community. Please let 
me know by replying to this or by email of your thoughts regarding 
granting Iain Phobos developer status.
