[phobos] Is it time to release a beta?

That's terrific, you all. I plan to check in std.container for this 
beta. Do we have a specific deadline?

FWIW, TDPL will start shipping out of InformIT in Indiana on Monday. So 
we should be in good shape on Wednesday.
