[phobos] [D-Programming-Language/phobos] 0c6b3e: Updated website-related build

I'd like to suggest that phobos shouldn't be referencing ../d-programming-language.org in it's DOCSRC variable.  I'd
prefer it if it was more standalone.  The d-p-l build should instead be pulling from subordinate packages (druntime,
phobos).

Thoughts?
