[phobos] std.parallelism still hangs on Windows, seg faults too

I submitted a pull request with my bug fix last night, since it's a fairly
significant change that I figured I should use one for.  Noone's merged it
yet, so it's no wonder std.parallelism is still broken on the trunk.
