Not too sure about this. There probably isn't a way to express "pass
(old)" using the GitHub API (didn't look at it in detail yet), but:
the "very broken" Phobos pull request #690 Andrei recently merged went
from all green to all red because of a DMD patch committed about at
the same time. No idea how common this is, though.
