[phobos] Turn off bot or move to phobos-commits list

It already worked for the dmd list, so why not for this list?
If someone is interested in the commit history, Github offers RSS out-of-the-box:

and a full-blown API: https://developer.github.com/v3/activity/feeds/

If you want to keep the bot, please move it to a separate phobos-commits mailing list.
It really kills all non-human discussion.
