Mark,
The old bluing agents were, literally, water-soluble blue dyes. They
lacked significant UV absorption / fluorescence. I, too, can remember
seeing the stuff around the house.
The newer optical whitening agents - usually invisible to the naked eye or
with a yellowish tinge - but fluorescing intensely under UV (or in bright
sunlight) are a completely different class of compounds. In addition to
being more light stable, they can be engineered to be soluble in a wide
variety of carriers.
It might be interesting to see the effects of the modern optical whiteners
mixed with food coloring.
