And the last time I saw one of those cards was, a Florida Lottery card. You fill in the bubbles with your chosen numbers using a number 2 pencil  and the lotto machine reads it. You get to save the card in case you want the same number every week. And the card has black squares printed along the edges probably to help with registration as it's read.

It looks like there are sensors (perhaps photo-transistors) all the way across the width near the roller. My guess is it is a card reader for the cards you mark with a number 2 pencil. Since the sensor closest to each outside edge has a different spacing, I'd expect the edges of the card pick up timing marks, etc. Of course they might be in the infrared spectrum.

My first guess was a tape drive, but there was no head. My second guess
was a laminator, but the current draw was too low. My third guess was a
magnetic character reader, but there doesn't appear to be any sensor.
