I don't think the color matters too much - if a flashing light happens to
match a given brain frequency in a susceptable epileptic, it can trigger
seizures.  Hopefully said epileptics know to 
A. take theur meds and 
B. Stay away from blinking lights.

Its the  undiagnosed who have the most to worry about, but they probably don't
know that yet. :)
