[Robotgroup] How to turn on 12V rope light using 9V or less

Hi all,

I am with the Austin Outrigger canoe club.  We practice at night and
need to light up the boat for safety purpose.  I was thinking about
using rope light. However, rope light run at 12V and a 12V battery add
too much load to the boat. Is there any circuit that I can use to
reduce the running voltage down to 9 V or 6V. We don't need to have
the light on all the time, Blinking rope light will work for us as
well.
