The downside of el wire is, it runs on 100v. So your 9v battery is
connected to circuitry that converts the 9v to 100v....and 100v is a
little harder to protect from the elements than 9v.
Maybe go with leds

Thanks for the suggestion!
The project is not limited to rope light. The criteria for the light
are weather proof, bright enough for safety, easy to install, run on
compact power supply ( less than 3 lb and can be easily seal up in a
water proof box)
