Given possible rise=7.8" over run=8.25" for stairs built to code, the robot has to negotiate practically a 45 degree slope.  Sliding on a 45 degree (1:1) slope occurs at unity coefficient of friction, a typical number for rubber for instance.  The point being that a robot which climbs stairs with certainty and precision really needs to be walking up them, not rolling on tracks.  That's a cool problem to solve.
