This reminds me somewhat of a game I played back in the day called Omega. The premise was that you were an automated tank designer. You got a budget and could select things like chassis and fuel system and so on. Then you wrote software for the tank and sent it into a simulation with "test" tanks. If your tank beat the test tank you got a promotion and a bigger budget. The programming language was more or less like basic.
