Well John had a good reply!  For what it's worth, I buy silicon and  
plastic from www.smooth-on.com (they sell direct, and have a Houston  
distributor).  Their stuff always does what the label says, which  
makes me happy.

My advice would be... move slow, double check everything, and  
definitely do what the label says!  Smooth-On has a number of  
plastics that don't need de-gassing in case you want to branch out  
from locally available resins (however, humidity makes them foam,  
which can be annoying).  Their data sheets are pretty good, and they  
have some instructional material as well.
