Kevin,

For removing pages from bound journals in the library, the kooks, 
critics, and pre-meds at UT-Austin endorse the single-edged razor 
blade as the tool of choice.

When removing pages from my own journals / magazines for posterity, I 
prefer to use a surgical scalpel handle with a sharp, straight-edged 
blade for the cutting and a stainless steel ruler for the guide.  The 
clay-coated magazine pages make quick work of a sharp blade.  The 
dulled edge can be rejuvenated with a superfine stone and / or a leather strop.

The scanning software I use permits fairly precise control over which 
portions of the page are included (and which become cropped).  The 
occasional ragged edge won't ever show in the scans.
