Over-committed, overworked, underpaid, up-to-my-butt in debt, 
dog-tired, stressed-to-the-freaking-max and, yet, still curious as to 
what proposal they could be referring to.

What, pray tell, could still be up-in-the-air with respect to funding 
at this late date?
