There are a number of good Live CD or Live DVD solutions. Windows operating systems as a rule are a severe pain to run from such media however. There was a commercial solution for this but it is no longer available. There is also BartPE.
If you are even a bit familiar with Linux try DSL (Damn Small Linux) http://www.damnsmalllinux.org/
An alternate is RIP (Rescue Is Possible.) RIP does not have office goodies but will let you read your webmail and do other basics. http://www.tux.org/pub/people/kent-robotti/looplinux/rip/

Here is info on using BartPE which lets you set up your own Windows XP Live CD.

There are also instructions on getting Win98 on Live CD.

Hey gang,
my hard drive for the laptop fried so I will be offline for a while. Anyone know how to run an OS off of a DVD? I've heard Bill Gates does this for his own system because it is less vulnerable to attacks.
If you need to contact me use the cell number (512) 627-7503
