There are insertion extraction tools, but if careful you usually don't need them. Inserters are usually made for the small dips and not the 20pin wide ones. I find that extractors can often damage pins worse than just using a small screwdriver. Try to insert the driver under one side and twist it a little then do the other side and repeat if necessary, then the driver will fit completely under the chip and pry it up as you hold by both ends between thumb and finger so it lifts up straight. I have noticed that some ICs pins bend easier than others. 

Scott, in your case, it may be advantageous to have your stamp board be removable from the chassis so you can get at it easier or do bench testing.
