No, looks like you can get in free - period. But, you can't go to talks of 
course. If you are an IEEE member then things are cheaper, same for 
students.

APEC 2008, the IEEE Applied Power Electronics Conference, held February
24-28 at the Austin Convention Center, Austin, Texas

Last time I went to one of these they had a MicroMouse contest in the
evening that was cool.
They were using coreless motors, titanium frames and drive trains with
Li-ion power and 32bit image processing.
The strategy seemed to be make a slow run and memorize the course and
then re-run it faster and faster.
