http://sourceforge.net/ - this is where many programmers host their
projects.
http://freshmeat.net/ - this is the best place to keep up with new software.
On the wikipedia page "Lists_of_open_source...." you will find a heading
for "Video Editing" with several packages listed. I have experience with
AviDemux and VirtualDub from that list.
If you are looking for an animation tool for creating animations you can
try one of these:

Knowing specifically what you are trying to do and what OS you are
running would help me give a more specific recommendation. Examples
would be: Are you trying to put multiple images in one spot on a page
and have it animate between them? Do you have a video clip that you have
previously edited? Was that clip edited using software? Which software
was it? How long is the clip? What resolution do you want the clip? How
compatible with different web-browsers and OS's do you want it to be?
If you would like to try a bunch of video/ animation packages and don't
want to have to download them, I will download and put on a CD/DVD for
you, all the ones that the license permit doing so, and snail mail it to
you.
