Never heard of the OilTanker Kite but it sounds interesting.
I think it was Robert Carter that was looking for the Rack.

Do you know any of the people from Austin that are working on the giant
oiltanker pulling kite/sails?
Also, if you realy need a 24 pitch rack and don't mind an hour and a half
ride out to the hill country I could make one for you to your specs. Plastic
would be easy and I think I have a 24 pitch broach already made up.
