This is deliberate, testenum.d has the following at the top:

// PERMUTE_ARGS:

Which overrides the default permutation of arguments.  I think a better thing
to do is to get the phobos/druntime unittests working with -O2.

I *know* for sure that there are bugs being hidden because we don't do this.
