You could before almost as easily as now.  The best way to contribute is 
attaching patches to bugs in the standard D bugzilla instance:

As always, the more complete the patch the better.  The only difference is 
now you can get the source via svn rather than from the .zip.  The source 
and build system are exactly the same.
