They appear for me, although only via Help -> Software Updates -> Find 
and install. I don't know why not via Help -> Software Updates -> 
Configuration Manager. :-(

You can also try running Eclipse with "-clean".

Anyway, you can always grab the plugins from here, and replace the 
existing ones:
