Got that problem, too.  In my case, it tried to build and run 
getwinbins.d using rebuild -exec.  It built the executable OK but then 
tried to execute "_getwinbins.exe", with leading underscore, which was 
obviously not there.  I tried to find where this underscore could come 
from in rebuild, with no success.
