A few Google searches gives me this:

(suggests -mmacosx-version-min=10.4)

Also, -isysroot /Developer/SDKs/MacOSX10.4u.sdk
-Wl,-syslibroot,/Developer/SDKs/MacOSX10.4u.sdk

I don't use 10.4 so I have no way of testing it.
