Formal review of region allocator has begun

The next formal review is underway in the D newsgroup for dsimcha's region 
allocator, which is the first implementation of Andrei Alexandrescu's custom 
allocator API to be implemented and be put up for review. So, please go check 
out the "Formal Review of region allocator begins" thread in the D newsgroup 
and post any relevant feedback that you may have.
