DIP 1004--Inherited Constructors--Abandoned

As part of a cleanup of the DIP queue, DIP 1004, "Inherited 
Constructors", has been marked as Abandoned. This means anyone 
willing to take it over and move it forward, including the 
original author, is free to do so.

Given that this DIP was submitted under the old system and the 
length of time since the community review (then called 
"Preliminary Review"), any resurrection of this DIP would need to 
meet two requirements:

* revision to use the current DIP template and, where 
appropriate, to apply feedback from the previous review 
(including my summary of the previous review round)
* a new round of Community Review

It would be appropriate to retain the same DIP number unless the 
DIP were rewritten from scratch, in which case it would need 
first to enter into Draft Review.
